Core Belief Statements
  1. Each student is capable of learning and should be educated and challenged at his/her ability level.

Mission Statement
The mission of District 58, in partnership with parents and community, is to challenge each child by providing quality educational programs and support services in safe, nurturing environments in order to prepare all students to be lifelong learners and contributing members of society.
 Strategic Goals
STRATEGIC GOALS TO IMPLEMENT, MONITOR, AND EVALUATE THE DISTRICT 58 STRATEGIC PLAN
The Board of Education recognizes that a strategic plan prescribes a long range direction for the District. To successfully implement that plan it will be necessary to take incremental steps over a period of time. It is the Board's intention that the Strategic Goals will be evaluated annually.
  • Apply Best Programs and Practices
    The phrase "best programs and practices" refers to innovative, tried and tested programs and practices that have gained educational credibility and are proven in their effectiveness. The District will systemically review, over an extended period of time, its programs and practices in order to put in place the most effective overall educational program.
  • Utilize the School Improvement Process as a Tool for Educational Assessment and Change
    The School Improvement Process allows each school community to assess their progress in relation to the State Learning Standards and the District's Quality Educational Program contained in the District's Strategic Plan. Based on this assessment, each school, using collaborative decision-making with community involvement, will design and implement the necessary changes to achieve these indicators of success.
  • Attain Fiscal Integrity
    The financial integrity and fiscal responsibility of the District needs to be ensured by developing, approving, and operating a balanced budget. In order to achieve fiscal integrity and to meet the District's Vision and Mission, the District will work to enhance its current revenue sources and modify its resource allocation method.
  • Align Policies and Practices
    At the initial stage of a Strategic Plan implementation, it is necessary to examine where the District is in relation to where the Plan directs the District to go. In order to support the instruction and learning environments, the District will align all policies, practices, services, resources, and personnel with the Strategic Plan.

STRATEGIC GOALS ACTION PLAN 2008-2009

Apply Best Programs and Practices

Provide support for the implementation of the District’s Social Studies Curriculum and continue to implement District-wide staff development programs to support teachers’ implementation of the Best Programs and Practices as they relate by:
  • Aligning assessments to Illinois Learning Standards,
  • Building an understanding of instructional strategies and conceptual teaching,
  • Developing lesson formats with a focus on the essential understanding.
Continue to utilize resources available through ISBE to plan for District-wide implementation of the Response to Interventions (RtI) initiative in 2010-2011 by:
  • Developing the District’s RtI plan as required by ISBE with input from the District’s RtI committee,
  • Continuing focused professional development activities for all District administrators and all certified staff, including a foundational understanding of the Problem Solving model, AIMSweb training, and the three tier model of intervention,
  • Implementing scientifically research based reading intervention programs, K-8,
  • Implementing the RtI/Problem Solving model at three pilot schools; Highland, Kingsley, O’Neill.
Utilize the curriculum review and development process to evaluate and renew the District’s language arts program by:
  • Establishing a curriculum committee comprised of parents, teachers and administrators,
  • Researching best practice in language arts education,
  • Evaluating current language arts program,
  • Developing grade-level standards,
  • Selecting the appropriate materials for Board adoption.

Utilize the committee review and development process to evaluate and renew the District’s progress reporting system by:
  • Implementing District-wide staff development to build a foundational understanding of the critical attributes of standards-based reporting,
  • Providing support for the pilot implementation of the standards-based report card,
  • Responding to parent and teacher feedback of pilot classrooms.
Review the District’s programs which address students’ social and emotional learning by:
  • Establishing a committee to study this area,
  • Evaluating student progress towards meeting the Illinois Performance Descriptors for Social and Emotional Learning,
  • Exploring program options to address any identified needs,
  • Exploring potential community resources to assist students’ growth in this area.
Continue to utilize the curriculum review and development process to evaluate and renew the District's Physical Education Curriculum by:
  • Evaluating current Physical Education program,
  • Aligning Physical Education curriculum to the Illinois Physical Development Learning Standards,
  • Studying students’ improvement of physical fitness levels through just5clicks in order to identify fitness areas to target for instruction,
  • Developing staff development plans to support implementation in 2009-2010.
Evaluate and refine the District's Communication Plan to increase the level of community engagement by:
  • Implementing regular e-newsletter to parent subscribers, eventually broadening to include community members/self-subscribers,
  • Exploring the possible creation of a District blog,
  • Creating a network of communications professionals working for agencies within Downers Grove, and organize quarterly lunch meetings,
  • Creating and maintaining a community relations website, which will be kept up to date with press releases, announcements and photos.
Assess the current status of technology in the District with the intent to address short- and long-term equipment, personnel and funding needs as they relate to both the instructional and informational use of technology by:
  • Creating a Request for Proposal for a technology audit,
  • Completing a district-wide technology audit,
  • Beginning the creation of short- and long-term plans to address the audit recommendations.
Utilize the School Improvement Process as a Tool for Educational Assessment and Change

The school improvement teams will identify and evaluate indicators of school success as a means of utilizing programs and practices that create continuous improvement in student achievement by:
  • Establishing school level team which include teachers, parents and administrators,
  • Utilizing indicators which include test score data, grades, attendance, discipline referrals, and school climate surveys.
Attain Fiscal Integrity

Systemically establish a plan to address the long-term financial needs of the District by:
  • Working through the Financial Advisory Committee to increase community understanding and program options,
  • Continuing to utilize an outside consultant to analyze the District's financial status,
  • Exploring various long-term funding plans and related implications of each,
  • Putting into place a funding plan for the District’s future building/infrastructure needs,
  • Reviewing with the intent to enhance the reporting of financial information.
Implement a system to address the need for a pre-payment option for school lunches by:
  • Identifying a “point of sale” system for implementation,
  • Training staff on the use of the system,
  • Providing information and support to parents and students for the use of the system.
Implement a system that allows for online student fee payments by:
  • Selecting an online payment system that will be accessible from the District website,
  • Training Business Office staff to run payment/deposit reports for bank reconciliation and individual school fee accounting,
  • Providing information and support to parents for the use of the system,
Complete the collective bargaining process between the Downers Grove Custodial Maintenance Association (DGCMA) by:
  • Establishing meeting dates with the DGCMA,
  • Working collaboratively with the DGCMA to identify and address concerns and issues,
  • Coming to resolution on final new agreement and related understandings.
Establish and execute a plan for the smooth transition to new benefits insurance providers by:
  • Utilizing GAI’s expertise to review plan documents and interface with vendors,
  • Conducting weekly conference calls with Humana, Inc. to identify and address issues,
  • Maintaining open lines of communication with staff regarding changes, contact information, and timelines,
  • Conducting regular Insurance Committee meetings for employee feedback and input.
Align Policies and Practices

Align District policies to legal requirements by:
  • Understanding new State requirement for school district policy,
  • Evaluating potential need for new district policy,
  • Meeting monthly to review, refine or draft new policy,
  • Recommending policy to the full Board of Education for adoption.
